Bhupinder Singh Hooda was born on 15 September 1947 at Sanghi village in Rohtak district, Haryana to Ranbir Singh Hooda and Har Devi Hooda. His father Ranbir Singh Hooda was a renowned freedom fighter. He is an alumnus of Sainik School, Kunjpura, Karnal. He did his B.A., LL.B. was educated at Punjab University, Chandigarh and the University of Delhi. He started his political career from Youth Congress. Political Career: Bhupinder Singh Hooda was elected as a Member of parliament from Rohtak Lok Sabha segment for four terms in 1991, 1996, 1998, 2004. He also remained the Leader of Opposition in Haryana's Legislative Assembly from 2001 to 2004. He also served as the President of HPCC (Haryana Pradesh Congress Committee) from 1996 to 2001. In three consecutive Lok Sabha elections of 1991, 96 & 98, he defeated Ch. Devi Lal in electoral battles fought in the Jat heartland of Rohtak in Haryana. Positions Held: 1972 to 1977 - Block Congress Committee, Kiloi, Haryana. 1980 to 87 – Senior Vice-president, Haryana Pradesh Youth Congress, Chairman of Panchayat Samiti Rohtak, Chairman of Panchayat Parishad of Haryana. 1997 – Became the President of Haryana Pradesh Congress Committee. 2002 to 2004 – Leader of Opposition in Haryana Assembly. Rohtak Lok Sabha 1991 – Elected to 10th Lok Sabha (1st term) With A Margin Of 30,573 votes. 1996 – Re-elected to 11th Lok Sabha (2nd term) With A Margin Of 2,664 votes. 1998 – Re-elected to 12th Lok Sabha (3rd term) With A Margin Of 383 votes. 2004 – Re-elected to 14th Lok Sabha (4th term) With a Margin Of 1,50,435 votes. Haryana Vidhan Sabha 1999 – Elected to 9th Haryana Vidhan Sabha from Garhi Sampla Kiloi with a margin of 11,958 votes. [54% vote share] 2004 – Elected to 10th Haryana Vidhan Sabha from Garhi Sampla Kiloi with a record margin of 1,03,635 votes. [97% vote share] On 5 March 2005 – Sworn in as Chief Minister of Haryana (1st term) 2009 – Elected to 11th Haryana Vidhan Sabha from Garhi Sampla Kiloi with a margin of 72,100 votes. [80% vote share] On 25 October 2009 – Sworn in as Chief Minister of Haryana. (2nd Term) 2014 – Elected to 12th Haryana Vidhan Sabha from Garhi Sampla-Kiloi with a margin of 47,185 votes. [60% vote share] Controversies/scam: Gurugram-Manesar IMT land scam: This case pertains to causing a loss of INR1500 crore to farmers by illegally acquiring 400-acre land on throwaway prices. The CBI filed the chargesheet against former Haryana CM Bhupinder Singh Hooda, real estate companies, officials of department of town and country planning Haryana and bureaucrats who worked with Hooda in his office while he was Chief Minister of Haryana, for the Manesar Industrial Model Township land acquisition scam resulting in INR1500 crore (15 billion) to innocent farmers of Manesar and adjoining village in Gurugram district whose land was being at a low rate for "public purpose" but was later licensed to real estate companies after granting out of term favours and concessions Garhi Sampla Uddar Gagan land scam: Under the Garhi Sampla Uddar Gagan land scam, HUDA issued a notification on 11 April 2002 for acquiring 850.88 acres land for residential and commercial development in Sector 27-28 of Rohtak However, which was later reduced to acquire 441.11 acres on 8 April 2003. A private builder, Uddar Gagan Properties Limited, was granted the license by Hooda' government to develop a colony across 280 acres of the released land [excluded from government acquisition], thus accruing illegal gains to private middlemen. HUDA issued a notification on 11 April 11, 2002, for acquiring 850.88 acres land for residential and commercial development in Sector 27-28 of Rohtak However, which was later reduced to acquire 441.11 acres on 8 April 2003. A private builder, Uddar Gagan Properties Limited, was granted the license by Hooda' government to develop a colony across 280 acres of the released land [excluded from government acquisition], thus accruing illegal gains to private middlemen. Sonepat-Kharkhoda Industrial Model Township land scam This case is under investigation. This scam pertains to the acquisition of 700 acres of land in three villages near Kharkhoda in Sonepat district for the Industrial Model Township. Punjab and Haryana High Court in March 2013 and the Supreme Court in May 2016 had cancelled the government's decision to release land to the private colonizer and two senior officers in the office of the then CM Hooda were indicted for allegedly favouring the developers. Subsequently, in 2018 the Government of Haryana referred the case to CBI to investigate the case against Hooda and others. Panchkula-AJL land scam: AJL-National Herald Panchkula land grab scam against Bhupinder Singh Hooda in the Punjab and Haryana High Court filed by the Enforcement Directorate (ED) pertains to the role of Hooda who allegedly misused his position to cause wrongful gains to the AJL and corresponding loss to the Haryana government by illegally granting a government plot of land worth several crores rupees (billions) to AJL for INR 59 lakh (5.9 million) though AJL was not even legally entitled to the allotment. The allotment of the same plot of land to AJL had been refused by the has been earlier regime in 1997. AJL waited for a suitable entity to come to power for getting a favourable allotment. The plot was originally allotted to AJL in 1982 but as per the rules ownership was restored to the government in 1992 due to non-construction by AJL within the mandatory period. AJL's applications to have the plot re-allotted were dismissed in 1995 and 1996. But when Hooda became CM in 2005, he re-allotment the plot to the AJL. Panchkula-HUDA plots allotment scam: The Panchkula plot scam, pertaining to illegal allotment of 14 industrial plots in Panchkula district by HUDA, of which Bhupinder Singh Hooda was then de facto chairman, is an under investigation case by the CBI against Hooda, retired IAS officer DPS Nagal—the then chief administrator of HUDA, S C Kansal—then controller of finance, and B B Taneja—then deputy superintendent of HUDA. Raxil drug purchase scam: This scam is a case under investigation by the Central Vigilance Commission (CVC) and CBI for the illegal purchase of Raxil pesticide which resulted in INR80 crore (800 million) loss to the government. This scam, initially exposed by Ashok Khemka, is also pending in the Punjab and Haryana High Court. Robert Vadra DLF land grab scam: This scam is a case related to 50-acre land grab in 2013 in Amipur village of Haryana during the Congress' Hooda government, for which Vadra, Hooda and DLF are being investigated by the CBI. Gurugram Rajiv Gandhi Trust land grab scam: This scam between 2004-2014, then Government of Haryana administration of Indian National Congress's Chief Minister Bhupinder Singh Hooda, had handed over 1,400 acres of panchayat land to the Rajiv Gandhi Charitable Trust in the name of public interest use, resulting in this trust being sued by the gram panchayat in Punjab and Haryana High Court against the land grabbing of the Gandhi family by the Hooda government. Haryana Forestry scam case: This is a multi-crore fake plantation scam allegedly involving Bhupinder Singh Hooda, Kiran Chaudhary and others where government money was embezzled. In 2009, this scam was exposed by the whistleblower, Sanjiv Chaturvedi, an Indian Forest Service officer with then Government of Haryana, who filed a case in September 2012 to seek Supreme Court's instructions to CBI to investigate the case.
