A special session of the Kerala Assembly would be held on August 30 to discuss the aftermath of the flood havoc and the reconstruction challenge before the State.
The decision to convene the Assembly was taken by the Cabinet on Tuesday.
The Cabinet decided to impose a 10 % cess on State GST to raise funds for reconstruction.
 It asked all departments to come up with action plans for reconstruction efforts.
