Quota on basis of 2011 census in TN local body polls: Supreme Court

  • The apex court on Wednesday, said the 2011 census should be the basis for reserving territorial wards and offices for the Scheduled Castes, Scheduled Tribes and women in all impending elections to local bodies in Tamil Nadu.
     
  • The Supreme Court had on December 6, put on hold the elections for the local bodies in nine new districts, carved out of four existing ones in the state for complying with legal formalities such as delimitation and reservation in four months. 
     
  • The DMK had earlier moved the apex court alleging that the Tamil Nadu State Election Commission had decided to grant quota to women and SC/ST candidates in local bodies elections on the basis of 1991 census instead of 2011 census. 
     
  • The plea filed by DMK alleged that the state poll panel has violated the apex court's 6 December order which said that while conducting elections, "the respondents shall provide proportionate reservation at all levels, in accordance with the Rule 6" of the Panchayat rules. 
     
  • The bench headed by Chief Justice, also modified its earlier order and asked the delimitation commission to conclude the delimitation exercise within three months instead of four months in nine districts.
